Nowy szef Pentagonu Ashton Carter oświadczył we wtorek, że jeśli Rosja będzie naruszać układ o likwidacji rakiet średniego i krótkiego zasięgu (INF) z 1987 r. to USA będą zmuszone podjąć "praktyczne kontrposunięcia".
Odpowiadając nas pytania członków komisji ds. sił zbrojnych Senatu Carter sprecyzował, że w związku z podejrzeniami, iż Moskwa narusza układ INF, USA "mogą być zmuszone do podjęcia kroków w trzech dziedzinach - aktywnej obrony, powstrzymywania i przeciwdziałania".
Dodał, że to ostatnie oznacza rozmieszczenie "odpowiednich systemów rakietowych"; nie chciał jednak podać bliższych szczegółów. "Układ INF to ulica z ruchem dwustronnym" - podkreślił.
Z kolei przewodniczący Komitetu Szefów Sztabów Sił Zbrojnych USA, gen. Martin Dempsey, który również zeznawał przed tą komisją, zapewnił, że jakiekolwiek działania ze strony USA nie naruszą układu INF. "Będziemy działać w ramach tego układu" - zapewnił.
USA i Rosja już od dłuższego czasu oskarżają się nawzajem o naruszanie układu INF podpisanego w grudniu 1987 r. przez prezydenta USA Ronalda Reagana i przywódcę ówczesnego ZSRR Michaiła Gorbaczowa.
Waszyngton podejrzewa, że Moskwa prowadzi prace nad zabronioną przez ten układ rakietą samosterującą wystrzeliwaną z wyrzutni naziemnych. Z kolei minister spraw zagranicznych Rosji Siergiej Ławrow oskarżył niedawno Waszyngton o działania "sprzeczne z duchem i literą" tego układu wymieniając w tym kontekście m. in. bojowe samoloty bez pilota (drony). The rover used the camera at the end of its arm in April and May 2014 to take dozens of component images combined into this self-portrait where the rover drilled into a sandstone target called 'Windjana.' Winjana is within a science waypoint site called 'The Kimberley,' where sandstone layers with different degrees of resistance to wind erosion are exposed close together. The view does not include the rover's arm. It does include the hole in Windjana produced by the hammering drill on Curiosity's arm collecting a sample of rock powder from the interior of the rock. The hole is surrounded by grayish cuttings on top of the rock ledge to the left of the rover. The Mast Camera (Mastcam) atop the rover's remote sensing mast is pointed at the drill hole.
