Fellow Illinoisans,
last week, less than a week after the H-1B visa application period opened, the United States Citizenship and Immigration Services (USCIS) reached the annual cap for H-1B visas. Originally created to help bring temporary foreign workers with specialized skills to the U.S. to complement our existing workforce, the H-1B visa program is dominated by foreign companies that specialize in outsourcing American jobs.
For years, foreign outsourcing companies have used loopholes in the laws to displace qualified American workers and facilitate the outsourcing of American jobs. I’ve introduced bipartisan legislation to close these loopholes in the H-1B program and crack down on the outsourcing of American jobs. My bill explicitly prohibits the replacement of American workers by H-1B visa holders and gives the Department of Labor more authority and resources to investigate misconduct and penalize abusive employers.
It’s time for Congress to put an end to abuses in the H-1B program and take action to protect American and foreign workers from exploitation.
